Substandard headlamps have always been a safety concern for drivers.
Most of the time car buyers are not test driving vehicles after dark/at night and don't discover poorly designed, dangerous forward lighting until after they've signed their name to a vehicle.
It's about time we have access to a standard assessment of headlamp performance across various makes/models.
I have caught some OEMs are balking about this...some whose forward lighting was deemed poor or unacceptable by IIHS saying their headlamps 'meet government standards'. Ford Pintos technically met government standards at time of sale too--as did every single one of these most dangerous cars of all time on this list:
