Substance impaired driver almost certain. Didn't react or register in any way that they had hit someone. Had they stopped they'd likely have been charged with OWI. Because they kept driving they can be prosecuted for a whole slew of charges up to and including vehicular assault.
When the police catch them (and they will - the original gopro footage is likely good enough to clean up and pull the license plate) they ain't gonna be driving that Volvo -- or any other vehicle -- for a very long time.

A dean of a university in Nashville has been arrested after he was was caught on a GoPro camera clipping a bicyclist knocking him to the ground and driving off in Tennessee.

His law degree won't help him much with that video for everyone to see. The least he will get away with would be a plea bargain admitting substance impairment to OWI. Because he saw the bikes/crossed the center line/was moving back toward the right hand side a claim of distracted driving isn't gonna fly with any DA or jury either.
Nope he won't be driving for awhile. He probably wont be dean either.
