I meant to mention this before-- also check the fuses for the BCM, there are two of them in the fuse box under the hood, labeled as such on the label/sticker on the cover. There's also one on the CEM- F15.
And a single ground connection for the BCM, it's one of the ring terminals at the strut tower on the driver/LH side. I doubt the ground connection is the issue, but it's worth checking. The fuses wouldn't normally go unless there's a problem with the BCM, but it's useful to know if one of them has blown, and make sure the wire from F15 from the CEM is getting +12V when the key is on/KPII. Replacing one of those fuses they're likely to blow again until the BCM is replaced or repaired.
These are all things I would check before committing to the expense of replacing a module which is suspect bad.

I removed all three (3) driver's fender grounds. They were all clean and no signs of any corrosion. I hit the fender area and the grounds with a wire toothbrush for good measures anyway.
I removed the two (2) 30 amp fuses in the engine compartment power distribution box. Both 30 amp fuses looked good and tested good with a meter. There is also 12V to each of the inner fuse contacts. So the BCM is receiving its 12V power.
I tested voltage at the CEM 5 amp fuse (F15 & F9). I registered 4.87 V to each side; therefore, the CEM is providing power to the BCM. Given I do not have any other issues with door locks and lights and the fact the top of the CEM was clean, the CEM is fine.
Final synopsis.... BCM is bad.
I will contact Xemodex and send mine to them if Xemodex can turn it around in a week. I have reviewed a lot of positive feedback regarding them on this and other sites. I hope Xemodex tests it prior to working on it to verity it is the culprit of my headache.

3/9 (via fuse F9) is the brake light switch..if the brake lights work you pretty much know that fuse is good.
Definitely supposed to be 12v at CEM F19, not 5v according to xemodex diagnostic flow chart. Measure between F19 to ground. If that's not 12v then the CEM is at fault. Their diagnostic procedure shows where that comes out on the BCM connector (12v Terminal 4 blue wire), which also would be testing continuity of the wire between the CEM->BCM. You would have to leave the battery connected with key on/KPII to test that.

I pulled the BCM, I had it boxed. I unboxed it and plugged it back in and bolted it up. Started the car and after using a more solid ground, 12.8 V at the CEM #15 fuse. I was using the steering column as a ground, but is is isolated with rubber and rivets. I confirmed power on 1 & 32 and grounds at 17 & 47. There is also 12 V at pin 4.

I received bad news from Xmodex. The existing unit tested bad after their typical repairs were made.
Xmodex transferred the software from mine onto another core which is 'good'. After the transfer, that core would not communicate. So, it appears my issue is software related. I am baffled by that.... I called the local Volvo dealer and they stated reprogramming is not often successful on used BCMs. The person in service I spoke with was very polite and stated the BCM contains the VIN, mileage, and other information; this explains why the odometer and trip odometers do not work. I guess the '09 is different than my '03, as when I replaced my DIM, the odometer mileage changed to what I only assume is the mileage on the new DIM.
I called Erie Volvo. Erie had a 2009 S60 FWD BCM with DSTC in stock. It is coming my way with an anticipated arrival Friday. Erie stated their products come with a lifetime warranty. Erie has been in business for a while and I keep my vehicles for a while so this decision should be an economical one.
I'll advise more Friday.

Keep us posted regarding how this works out with the used BCM from Erie. My guess would that reprogramming a used one is dependent on people getting hold of exact PN matches for their vehicles. It's likely many people don't get this right,hence dealer stating it doesn't work most of the time. But that implies that if you know what you're doing it can be done.

I received a BCM from Xmodex this morning; however, it was not the unit I sent. I marked my unit by the connector and the returned unit has no markings. I called and the sales person stated the unit they sent was good unit, like mine, but with the my bad software. To them it didn't matter physically which unit was returned. I hypothesis they will use mine as a core. This has me curious regarding how Xmodex performs unit tracking. That is how do they tie each component to the proper customer since from my research, all of the BCM's have the same part number. It is the loaded software which ties the BCm to the vehicle by options such as; DSTC, AWD, or TC only.....
I sure hate to buy a new BCM. For a part the size of an 8 track tape, the costs will end up being 1/3 of the cars value! That is hard to grasp!

It can't be programmed/software reload attempted if won't communicate. So it's a paperweight as was your original, effectively.
You've still got one coming from Erie? I'm not 100% sure what your result will be. Some amount of googling of 'Volvo bcm eeprom' seems to indicate older used P2 BCMs would accept software reloads provided year/model/options matched on the doner car. But some dealers get bitchy and refuse to do it, insisting on selling you a new BCM. But an independent with a vida subscription can perform the reload. And it might appear that the software reload restores the proper mileage on the odometer. Maybe. I'm not sure if that advice applies to a newer P2's after '05.
