Timing Belt Moving?

You would inspect to verify that the timing marks all line up properly before removing the old belt (or not). Same as making sure the marks are all in line when installing a new belt- only you're checking with the old belt still installed before you take it off the engine.

Okay, and how would I get everything to line up properly if it doesn't line up? Such as the intake cam mark lines up but the exhaust cam mark is pointing to 3 o'clock? Sorry if these questions seem obvious to you guys, i'm just trying to learn as much as I can and double/triple check everything.

Here is an update.
I started the job and got to setting the timing marks on the cams and crank. The cams would line up perfectly but the crank would be too far to the right from where it should line up properly. If the crank was lined up properly, the cams would be a few teeth to the left of their marks. What is going on here?
Also, the water pump says Volvo, the idler says INA, the belt says Volvo, and I couldn't see what brand the tensioner was.

Then it's the crank that isn't lined up/off a few teeth. This explains the lack of power at low RPM. The tensioner/pulley/WP need to be checked and possibly replaced if there are any problems or if they are due for replacement anyway along with a new belt. Because these are interference engines, if you're not highly confident how to determine whether any of these need to be replaced I can't stress the importance that somebody who does have expert knowledge looks at it.
Seems you've gotten very lucky in that the belt timing slipped/jumped, but not enough to damage the valves which would be considered catastrophic damage.

How can I get the crank lined up properly? Even if I take it somewhere, I'm curious on the process of lining the crank up.
Is it just a matter of taking the belt off and then getting the crank lined up (as well as keeping the cams lined up of course) and then putting the belt back on while keeping everything lined up?

Yes, your suspicions are correct.
Remove belt and reset crank position.
But...watch the videos first.
If in doubt about components swap them all out.
Then you know exactly where you stand.
Unless you are removing cam hubs you will not need the cam shaft lock.

I've watched the videos. I just haven't seen one where somebody had the problem I have and had to take the belt off and line the crank up separately. I would imagine it's a logical process though.

I will be so happy if getting the crank lined up correctly solves my power problem. The car is an absolute slug off the line unless I really lay into it.
