So in my wife's car the fan and heater work strange. All of the sudden.
Worked well the other day, today nothing. No warm air, no fan motion no matter where i set the fan control to. Then after stating the car new. The fan would blow on full blast and could not be turned off. Still mo warm air, just cool air from oitside at full blast. Rec and AC light would not illuminate. Turned the engine off. After new start no fan again. Still no light at rec or AC.
My guess is a shot ECC unit. Any other suggestions?

It certainly points to multiple logic faults with the ECC control unit being the common element.
For reference, FCP reports the 1993-1997 use the same unit
OE NUMBERS
9166550, 9134770, 9134820, 9144256, 550
The 1998 uses a unique model year unit
And the " bastards" 1999-2000 use a third unit
Junkyard and eBay are probably cost effective sources

I know I received my "bastards" one from eBay. Guy was selling like 100 of them @ $50 a pop. Worked fine.

Just swapped my properly working ecc out of my 96 into the 95 and suddenly the heat andnfan are back. Just waiting for the replacement unit. Nice if a problem is easy to solve.
