Weak Brakes on 95 T-5r

tech bleed brakes per Volvo procedure -they definitely feel better but I was hopping to be able to lock them up -does ABS prevent this? Rear rotors are blue'd- past sticking calipers? Most likely I will install new rotors next after ensuring that there are no sticking/heat issues lingering - I use a temp thermal gun for this, definitely a handy tool to have.

Blued rotors will reduce the braking efficiency significantly. Time for a new/good used caliper and rotors.

When you open the celiper bleeder and pump the brakes, does the fluid flow a lot or just a bit out of the bleeder?

Try opening the bleeder, turn the ignition key to Pos II then pump the brake pedal fast and strong - place a 2" piece of wood under the pedal so it doesn't go to the floor. Repeat at all 4 calipers.

Anti-Locking Brake System prevent wheel lock under braking.

As tryingbe says, you won't normally feel the ABS working on regular driving. You only feel the ABS kicking in if the wheels are slipping like on gravel. Try driving on a gravel road or long drive and hit the brakes. If you get the pulsing from the brake pedal and the accompanying noises then your system is working.
