2012 s60 with t5 engine. I have removed the vvt from the camshafts. I have the cam locking tool. The VVT units do not move by hand on the shaft. Is this correct ? Older versions were spring loaded. Do I just line up the timing marks on the cover? Seems too easy and I'm pretty sure that is what vida says too.

No, the flat ones have locking pins that spring out when there is no oil pressure and hold the VVT hub in neutral position.
Only the deep units ever use the spring and on Volvos it was only the exhaust side ones 1999-2001. As of 2002 all Volvo engines either have no spring but do have motion if the deep piston type or they lock if they are the flat low profile vane type.
DO you know if your no start is no fuel delivery (no injector spraying and no fuel on plugs) or no spark if you remove a coil and insert an plug and ground it and look for spark while cranking it over for a few crank revolutions.
