I got a new wheel bearing from FCPp, who I consider trustworthy, but it feels hard to turn and a bit notchy. Car is a 2000 V70 fwd.
Any opinions?

Feld...it's really hard to tell a new from old bearing bybfeel. I'm just putting anew one on my 2005 and it doesn't even spin by hand, the resistance is quite stiff

Resistance is ok on a new one as it will feel somewhat tight. But the 'notchy' bit may not be ok. That might imply a defect of either a bearing or race that wasn't caught by QA. You might call FCP customer service. Describe what you're feeling and see what they say. They may say that's normal for a new one but I doubt it.

A new one should be stiff & tight. It shouldn't be notchy or make any noise when rotated. If you have access to a stethoscope you can listen to it. You can also put your ear to a large screwdriver and put the other end on the bearing body. Or use a piece of tubing to listen to it.
I rejected a TB idler pulley (INA fake) because it rotated too easily and grumbled. I also rejected a Mahle A-arm because the ball joint wasn't smooth and moved to easily. I went with Lemforder because they were very stiff and well greased.

As above, if it grabs, even a little, return it. It can still work, but it means it has already an issue as new or it's a really crappy quality - i.e. it won't last
