The dual engine fan assembly on my 2012 XC60 does not begin to spin until the computer engine module requests 29% duty cycle or more. Is this normal? At start, the CEM always requests 7% duty cycle. However, at this duty cycle, neither of the dual fans spin. Using the VIDA tool, I have observed the following engine fan duty cycle requests. You can easily trigger the settings by turning the A/C on for a few minutes and then turning it off.
7% - Dual fan, neither fan spins.
15% - Dual fan, neither fan spins.
29% - Dual fan, both fans spin
67% - Dual fan, both fans spin faster.
92% - Dual fan, both fan spin really fast.

I found the answer in the Volvo technical docs. The fan does not turn at 7% duty cycle. It doesn't mention what happens at 15% but I assume the fan is working correctly.
