I just checked if 1999 volvo is included in "IM OBD Vechicles Readiness Exception List" it is not. 96 and 87 850's and 1998 v70, s70 and v90 are included on the exception list.

I think I would move! That file is crazy, did thread the smoke test? Here in Florida they ended the annoying emissions program. When we did have it in place, you drove in and they entered the vin number. Then looked for converter and restrictor under fuel cap which in it self was stupid since leaded gasoline for cars ended in 1990, so how could a 1995 car have had leaded used for example. Then a probe in the tailpipe and if it passed the idle test than that was it. Otherwise they ran the wheels on a machine I assume to a specific speed. My Volvo cars always passed the idle test and a certificate printed out. The end. Nothing complex, no bs, just a pain in the ass to sit in line waiting sometimes a good hour as cars around you overheat spewing coolant everywhere or catching on fire, or simply smoking stinking everyone else out. Lucky Florida got over the stupidity so come on down and leave the frozen North's State income tax and vehicle registration nightmares. Nice. I'm going to have to politely disagree with you. While vehicle safety and emmisions inspections may be inconvenient and aggravating, they do however insure that a vehicle is safe and roadworthy. This not only is to the benefit to the operator and their passengers but also to everyone else sharing the roadway. As far as the emission aspect, We all share the responsibility of doing our best to try to preserve our environment for the future of our world. The tests may appear oppressive , annoying and draconian but are necessary. They are in place to keep people honest, because if left to their own devices most people would do nothing.
As far as the "frozen north's" income taxes, we all know there are no free lunches in this world. The money has to come from somewhere. (Florida) Having some of the highest costs of living in the country across the board, negates any real savings.

My feeling was at the time since the dealerships here in Florida had State certified emissions stations and only certified inspectors could operate them for dealer owned cars only, why not allow customers to have the car inspected during service. The cheapskate who hates the dealer can go through the hours long line unless they were unlucky and a car caught fire from idling for hours in 100° + ambient weather, than you were really stuck. Had it happen one year as I watched several cars burn jammed in 5 lanes wide 30 car deep lines. When a car goes up the flames are huge quickly. It was a mess, but every year at least one lane had a car overheat holding things up. Think of all that wasted gasoline, coolant spills among other pollutants such as a car on fire. Whereas if the dealer has it for service no wasted gasoline waiting in line. Seems smarter to me, could be my female logic though.PS78 wrote: ↑30 Dec 2017, 12:12Nice. I agree the environment is important. I do believe tampering with emissions equipment is a federal offence? Of course there are always owners who won't maintain their car and tamper with the equipment. Look how many people on here alter the factory tune or put larger turbo on a car not designed for it. I read about those things here all the time. Wouldn't that effect emissions? The real question I have is why can't the inspection be done during routine maintenance by the dealer who knows the car best for those who choose as the appropriate repair can be made on the spot?
Is New Jersey being cheaper than Florida to live? Growing up my parents had five houses throughout the country. One in South Orange, Jersey which was a turn of the century English Tudor that was my favorite of the five. When sold in 1983 the yearly property tax bill was over $15,000.00 per year, I wonder what that house tax bill is today? The Davis Island house was more, but it was on the bay with a fabulous view. You will find that tax differences between states are more than covered by differences in income. If you are retired you seek the lowest tax burden in an acceptable retirement place but if you still work the best return is generally a higher tax, higher income state. The cost of government per capita surprises most people when they look it up. NY is one of the top 3 in tax burden but number 24 in government expenditure per person. We also pay more due to strong local government which is expensive but much more responsive that State heavy versions

So only a few miles after inspection and 350 miles before.
Car was parked, we started hour later, check engine light was on.
