My '99 S70 is still running like a champ, however, my passenger side climate control is stuck on heat. I bought a new ECC thinking that would fix it, but no luck. Even when the controls are on A/C, the passenger side blows hot air. Is there a fix I can do at home before I shell out a lot of money at a repair shop on a 19 year old car?

Could be one of the damper motors. Had the same problem with one on my '99 S70 last year. I got a replacement from the local junk yard.

Do you have access to a VIDA/DICE? There's a test/calibration you can run that will confirm if that is the issue.

Or it could be bad shaft for damper motor that needs zip-tieing.

The damper/servo motor you need to get to is hidden on the RHS of the center section of the dash. To access it you need to remove the glove box liner and then you can drop the lower under dash. You will need a lot of patience and swear words as sell as a magnetic Torx driver to access the 3 small Torx screws that hold the motor in place. If you are trying to find one in the junkyard, then the one that controls the cold air damper which is behind the fan motor is the easiest to remove. It has only one Torx screw at the top front holding it in place, and you can slide the plastic arm off and is should come out easily.

Basically it is possible to buy for $150 or less an interface unit (DICE unit) that sits between the OBD2 outlet (where info on the car systems can be read) and a suitably equipped laptop. Until recently you were stuck with using IE8 and Windows 7 Pro, but now there are versions and help that can get it to work on Win 10 and newer versions of IE and maybe Chrome.
What this system does is copy what the dealer does and allows you to interrogate the car's systems to figure issues and that includes the heating and A/C system. It will also help diagnose any other system in the car for 99- years of Volvos.
98 and older models need a different solution to figure stuff out.

Mine was exact same issue, passenger side, as stated above, broken plastic sleeve on damper motor shaft. Repaired it (on line search) still good a year later, anyway. Easy fix and easy to get at.
