Inner fenders on or off?

Inner fenders on or off?

So while doing the brakes on my winter Volvo (the rusty one that I use when salt is on the road to preserve the R) I took the rear inner plastic fender off and was quite shocked how much rust was hidden underneath.
POR 15 will take care of that, but now I,m wondering if it might be better to leave the inner fenders off so I can wash off the salt in winter more easily (because it looks like that salt mist finds it's way behind the plastic anyways).

It's much better on. Just add extra rust protection and put it back. Without it the protection gets blasted off easily.

I’ve never had a car with as good rust protection as Volvo. I might used to cars melting after 10years and my now 20year old T5 has very minimal rust. We don’t have rust inspections like some other States. The rear bumper brackets were the worst thing I’ve dealt with on my 99

That poor T5M spent 23 years right next to a lake, so it was always humid, and in winter they salted the hell out of the roads. And the owner was more into boats than into cars (in his defence, he owned a boat shop).
My indie already replaced parts of the rear quarters (where the bumper mounts to) and i got 2 new used front fenders (rusted through) and the doors are rusty as well. I mainly bought it as a spare motor a year and a half ago. But the manual tranny is so much fun that I want to get a few more years out of it.
I know the 850ies are super tough rustwise, that´s why I was so bewildered to see huge amounts of rust (5 times my hand´s size). There is even a small rust hole. I´m seriously scared to take the rocker panels off.
