The nice thing about that system, as opposed to the earlier version, is that it fails in the "hot air off" position. On my older cars with the wax capsule I just stuck a rock in the mechanism to hold it in the cold air position since its failure mode was constant hot air.
Not having the hot air from the exhaust is not a big deal with a cold engine but feeding it hot air with a warm engine kills the fuel mileage and to an extent the performance. If you don't have a local inspection process that mimics Formula 1 Scrutineering I would just block off the vacuum line and forget about it.
