Yard only had a black mirror (hard shell portion) so I want to repaint it. Where's a source of the right paint? Any particular issues with priming the already painted plastic of the exterior mirror housing?
Also the "arm" portion, and the mirror side bezel, are a softer plastic and grey (weird...wonder if the black shell was put on a grey car) has been wind-abraded down to a light grey (primer?). Not sure if this would accept the same paint as the hard shell.

You can probably still get this color directly from Volvo in a little spray can, but it will be expensive.
I have had good experience with this company:

I actually got the same pewter color recently for my 850 and it was a pretty good match. They also sell primer for plastic if I remember right.

What kind of primer for the already-painted plastic housing? Not the filler type for bare metal or Bondo. Do I need to sand the plastic, or use a chemical to soften it?

You don't need a primer for allready painted part....just a light(fine) scotch brite pad to prime the surface for new paint or 2000 grit water sand paper.
