I also used the Swedish Car Parts heater core but I left that plastic inside the core. Seems to be working well two years after installation.

Heat isn't exchanged in the endcaps where this thing is. Turbulators run through larger diameter boiler heat exchange cylindrical piping usually 3/4" diameter or larger. Being in the endcap where no heat is actually exchanged it's purpose would be something else. I'm sticking with prevention of sediment build up that would eventually start to plug up the inlets of the small channels that run through the fins (the actual functional heat exchange area).

If it matters, I cut the end off the original core because I saw a what looked like a crack forming and running the length on inside of end cap. Turns out it was the base of a 1/2" high, end to end, squiggly plastic piece. Sort of like a lasagna noodle propped on its side. I would assume your part is trying to imitate the original end cap.
