Except for drilling out the rivets along the wheel wells a torx bit on a drill is all you need to swap the outer bumper cover. The green is fairly common, so with luck you won't even have to paint it.

Hey All..thought I'd post the resolution after some great replies. I took it to the USAA insurance approved body shop to get an estimate. They came up with @ $600 and let the co. know that I'd do the work myself, so I received that check. I found a green bumper from a salvage yard that I could pick up. I bought the rivets, wheel well, cracked turn signal and plastic bit between the head light wiper and bumper. I have the bumper rigged now so I can drive it and need to find time to borrow a garage and do the repair.

Good to hear you may have found a good solution. It is a pain to have to sort this type of issue, but sounds like you are nearly there.
