I have seen references to the 12v outlets coming from the CEM. If you want to provide unswitched (but fused) 12v, you can run the 12v from the battery down the center of the car, or under the panels by the doors and across.

In car audio, similar such runs must be fused close to (within 12 inches of) the battery, so that any unexpected short is protected against. Or you could take another connection from an unswitched wire that is already fused.

Install a Rocker Switch USB port in a blank Rocker Switch position and wire it for continuous power .

Nice unit. Does it allow you to turn off the 5v output? Otherwise, there may be a continuous drain even if nothing is plugged into the socket and it could drain the battery.

LED backlight, current would be mini-muscle. 3.1A Max @ 5V = 1.3A Max @ 12V. Maximum energy usage: 31 Ah per each 24 hours.

I doubt his camera and phone will keep the load at maxium. If he drives it daily he should not have any problem. If otherwise, he would need to turn off his camera. That comes with any continuous power draw.
