Have a 1995 Volvo850Turbo with 145K... Today, while driving I seem to have lost power when pressing the acclerator down enough to engage Turbo. I heard a wind type noice from the hood when accelerating. Basically, ran ok without pushing the engine for turbo mode.
Then when turned vehicle off it will not startup properly without choking off.
Any ideas.??

Well, I will need to take to the dealer for that.... currently, it cranks and doesn't stay running. Cuts off abruptly.
no, you do not need the dealer for that. The 1995 850 was equiped with a customer diagnostic port that allows you to read codes:

I could not get it started continuously, in order to see the blicks, at the same time. However with the ignition switch turned to on; I only saw 1-1-1..(Ok symptom)

here's what you should do:
Start the car while giving it a little gas. Try to get it going. Even if it won't start, you'll probably throw a code. Do *not* turn the ignition off. Leave it in the on position... then read the code.
that's what I had to do to get my bad-maf code.

OK; with some assistance I was able to keep the car revolutions high in order to get a code. The code is 2-3-1; which for a 850Turbo; seems to be related to the "Long Term fuel mixture too lean or rich in part load stage"
Now from the high revs for about 4 minutes the car seem to be starting and holding without assistance. Still a little rough but not cutting off in idle, at the moment.
So any suggestions from here?

I'd try the usual -- check vacuum lines and elbows for cracks, inspect air filter.

Interesting... I have just added dry gas & the car, at idle, seems ok, except when I stepped on the gas. Pauses then catches. Sense I am not a car expert I was not total able to relate to your post til just now. I just noticed the large tube which connects to the radiator has another tube that inserts into it from near the throttle cable section. Not sure what it is BUT is was cockeyed and not all the way in. After inserting in fully; the car seems to sound ok and when the gas is depressed I no longer hear the pause then catch... (basically, sounds good) I am going to take a test drive to confirm.
By the way, I reset the diagnosis code and while idle, I get 1-1-1. (cool)
What are the conditions that the service light will be on? It still is on and I just had a 150K checkup in March. Since then only drove 2K.
