BAD MPG

You should count 4 or 5 gear changes, 1-2, 2-3, 3-4, 4 tq conv lock or 3 tq conv lock as 5th change. If Tq converter is locked and you depress brake pedal with left foot while keeping right foot applying throttle and you see tach go up 300 to 500 rpm then you know TC is locking.
Another check is to go to flat level parking lot or other paved area and with it stopped in N go to R or D and let it roll and then go back to N. It should roll a few feet once it is placed back in N if there is no drag in driveline.

yep, all good. trans is solid, no issues, tcc engages when it should, and releases when the brake is touched. rolls freely both directions. Did some digging and found the Bosch sensors (not using the Volvo part... that is why the price was so high) and have the set of 3 coming for 307 total

So Amazon is really fast. O2 sensors arrived today. Installed in about an hour. Long-term fuel trims went from +8% to +1%
Looks like these might have been the problem all along.

Looks like the O2's were the issue.
Ran about 175 miles and used 8.5 gallons A little over 20MPG
and my freeway driving is 75MPH

After 2 more tankfulls, I am getting an average of 20.9MPG on my commute!
