I do have the old head, the picture of the grounded reluctor was the one i had tried to fit on the cam earlier, i will try that again.
Can my timing be completely off ? even when the engine turns freely without interference such that i will get a no start ?.
Cam Sensor for 1999 S70
Thanks all for the help, I reused the ground reluctor and set it similar to the other head i had and the engine fired up and started. Now i have a new problem some of the cam shaft cover bolts threads were stripped on the head and oil is spewing out of them. I will have to tap in new threads.
Question - can i tap thread with the cover on ? or i need to remove it completely. Also whats the bolt thread sepcs on this, i think the the bolts are M7 1.0, so will have to tap next size up to m8 1.0 or 1.25.

I have a 99 S70 also that I have issues with. Just curious looking at yours, w/ cam sensor on the intake camshaft and looks like a throttle body on the intake manifold. Is this correct for 1999? I'm confused cause mine is on exhaust cam and I have an ETM w/ Fly by wire. Help Please and Thanks all in advance.

1999 was the best year, as Prince wrote a song about it, but it’s a bit quirky
Turbo cars get variable valve tim8ng and cam sensor on exhaust
Base cars get no VVT and cam sensor is on intake

mr. Abscate: My car has no response when throttle is pushed if and when it actually will start and run. I have seen your writeup and drawing on vacuum hose routing and I think mine now has an ETS light on and the last time it actually started it had 7 DTC codes including 3 that had reference to throttle position and w/ 262,000 + miles on it and now unable to startseems like I have lost track of my mechanical abilities.I just finished reading the failing ETM topic and my s70 is definitely in limp mode when I can actually get it to start. Excuse me , I think they refer to it as open loop. Someone from the forum wanted a comp. test and 4 of them were 170- 175 psi and 1 was 160- 165 psi..., if that at all helps. I have 2 months plus involved in working on this "Volvo" w/ no end in sight. I'm tired and my hands and arms have been bloodsoaked every day of it. Spent all my savings and wife says she wants a divorce. Seems I have a stubborn side but hey, thanks for all of the help and advice along the way. I do appreciate it, John.

Compression is fine, it sounds like you need an ETM. If it’s a turbo car, which sounds like it is, that’s buried under the intake manifold.
It is about a $500 repair for part plus software if you can limp it To someone with the software To install.
260k is certainly end of life for an ETM.
ETM OPTIONS
new one $500
Used one $150 plus risk ( about 20%chance to bolt on without software)
Sacer contact replacement for those with surgeon hands $100?
Xmodex , not sure on price. Scour web
There are no serviceable parts inside other than the sensor. You will find some folks have pulled this off on you tube, but the failure rate is high,

Mr. Abscate, would it make a difference if I went back to using the original 99 turbo head on the 95 turbo replacement motor since the car still has the original 99 brains in it and from what I've learned from you generous guys, it is imperative that the 99 cylinder head be used and then it will possibly get itself out of open loop or limp mode and back into closed loop. happy compatability mode. Also, about the ETM, could that also be the reason that there isn't any throttle response still . Because, the ECM is looking for the original 99 turbo head and can't find it. I say this because there wasn't anything wrong w/ the throttle module until I put the 95 turbo motor w/95 turbo cylinder head in the car and it is still in limp mode w/ several DTC's. From your response you talked about getting a different module and limping it to someone to install the software, and since joining MVS, I noticed a man named Sim Lyons who , I think lives in Newberg, OR.. Do you happen to know him or how to get in touch with him or some other MVS user closer to me in Gresham, OR. Presently, waiting for machine shop to check 99 turbo head for cracks or if it can be repaired and reused. I hope this sounds reasonable to you guys and Thank You so much for all your patience, John or JJSS70.
