Air filter change

I'm using a Volvo Air filter to do the 60K service on my 2013 C30. Is this foam piece supposed to be on top of the filter?

It was also on the one I removed from the air housing (placed there by dealer at last service interval). Pictures attached.

Yes, it's part of the filter and meant to pick up the larger stuff. It looks like yours has been in there for a long long time. I try to change mine out once a year and never more than 1.5 years if I get lazy or forget. It's not difficult and not that expensive considering it less than half a tank of gas.
