To address what someone suggested earlier: If the subframe bolts were loosened then that boot at firewall for steering shaft could easily have popped off. I have knocked them loose doing things I thought surely would not have done it.
There are certainly some noises turbo cars make that Volvo didn't mean for you to hear.

Tightened the hood bump stops on the R. No change in hood release lever action.

Couple thoughts.
Wait til it gets colder out, it does help. And your cable is probably in need of replacement.
Over time the cable & its “steel-coil” sheath does lose lubricity, rust sets in, resistance builds etc.
When I replace them I lube the latches too.
Might just wanna order a new cable & replace it.

Was the hood hard to get released prior to the engine transplant?
It’s entirely possible that when they were putting stuff back into the engine compartment the cable got pinched slightly between to things it was not previously pinched between.

Normal for oil to be in the induction path. Inside of hoses can be moist from oil, but shouldn't be sopping wet. Paper towel will pick up oily residue. The turbo blows some oil out of its bearings and creates some mist which deposits throughout - also why throttle body cleanings are important.
