Boost in stock form should peak around 7-8 psi. I believe you are AWD & 2.5T, 2003 so that would be the low pressure turbo IIRC.
I'd sure plug in that scanner you have and see what it generates, then post whatever that is here. Chances are if it's timing it'll say something like P0014 (exhaust cam over advanced (Camshaft Position “B” – Timing Over -Advanced or System Performance (Bank 1)) Or P0012 for cam being over retarded etc..
Your engine should be dual VVT (VVT on intake cam as well as VVT on exhaust). This means you have a cam position sensor on EACH cam (it lives on the drivers side or "rear" of the engine) & if timing is off you will receive a code for one or the other cam or both being advance/retarded. You do NOT need Vida/DiCE to retrieve these codes. Vida/DiCE will tell you a heck of a lot more about the car and all it's modules/computers, but timing codes will show up with a generic scanner, thankfully.
Actually, in my experience the Volvo dealerships often do write in the engine bay when the timing belt etc. was replaced, and usually with a white paint marker. I have seen numerous very similar markings on P2's, and all are dated, mileage noted stating T-belt etc replaced on the cover for the ECM (it's the black box just left of your PS pump).
Also, checking timing isn't difficult. If you have tools & a means to get the front wheels off the ground + passenger front tire off it's not a bad task & this is a super frequently discussed topic here, ie answers tend to pop up pretty quick.

I was able to find some time to tinker with the car again and found out I can read the live timing on the scan-tool that I have. I'm not sure exactly what the ideal timing should be, but I am getting a reading of about 11deg at idle. The car was somewhat warm when I read it. Does that sound normal?

Did you scan for codes? If timing is off you will definitely have a code.

I believe the 11 degrees at idle may be the ignition timing - not the valve timing. The moderate expense scan tool I have will give some basic live data including ignition timing, but not valve timing. Your reading sounds about right for ignition at idle.
If I am wrong and you indeed have a tool that shows valve timing, please excuse me.

Check cmpression and belt.
I had the same problem in my 2001 2.4T.
Turbo fine
Vacuum fine
But when i hit over 3000 rpm....slow...maybe 10.6 sec 0-100kmh.
Over 3500 throttle error,and in that moment,my throttle had 10.000 maybe and nee software.
I think its compression or belt centering problem
