2000 V70 Odd hard start

My 2000 v70 x/c turbo is difficult to start. Going through the forums I have tried most all. Key on off , inline checkvalve, timing, fuel pressure, ect. The thing is once it does start it runs fine. Shut it off, wait 5 seconds, starts. Shut it off, wait 10 seconds, starts. Shut it off, wait 15 seconds hard start. Tried this multiple times with stopwatch and everytime the same. Any body else with the same issue? To clarify, hard start is like it's not getting fuel. Spurs, coughs then nothing multiple times.
