I have an ATE Booster on order right now for my 2006 2.5T. It has that gushing air sound when the pedal is depressed and runs the vacuum pump a lot (switch is fine). Anyway, my 2004 2.5T also has this and the 2003 before also had this. Seems this is a common problem. Looking for a DIY on the booster replacement, I came across this video on seal replacement:
He recommends this URO replacement seal kit (I know, I know, URO): 0014300708S

Little funny in the comments that URO doesn't have Volvo fitment; but in fairness; they developed this seal for the Mercedes market.
There is no verified fitment for the XC90 on this, but it seems to fit all the other P2 Volvos. Noting that the firewall gasket is the same for every other P2 car and the XC90; I'm thinking it's all the same Booster, just with different rod length etc.
I'm thinking I might try this, perhaps on the 2004 later, maybe on the 2006 in the next week or so if I get worked up enough about having to buy a new booster for such a meaningless reason like a weak seal.
Anybody done this? Any thoughts?

So what did you do in the end? Put in the new booster and use a new seal?
I just bought a new booster, wonders if I should keep the old one and get a new seal for the next time it goes bad.

I put a new booster into my "06, and I did install the seal onto the booster that came out of it but I haven't installed that one into my '04 yet because it isn't as bad of a leak. The seal went on easily, I warmed it and followed the videos above. One thing to watch is the sharp edge on the install tool; I sanded that down a bit. I think it's a good option to have one around as the price isn't too much. If the old booster shows the black grease under the boot; it's likely that the seal will correct that. If it doesn't have that, then it's more likely an internal problem that the new seal won't fix. No way of knowing if it works until it's installed, though, so the time and effort spent is the risk.

Correct about the sharp edge on the Uro tube 'tool', actually Uro is now selling that tube but without the sharp edge. I did also a few more videos showing how to replace the seal with the booster still inside the car, but that 'procedure' is definitely not for everybody. My Uro seal has been now doing fine for the past year, don't forget to lubricate with synthetic high quality silicone grease - the Uro seal came with dielectric silicone grease. If one doesn't mind spending $200 and doing a little more work, I definitely recommend replacing the whole brake booster from Fcpeuro ($150) - I think I have a video with this as well, be sure to watch the trick for removing the 4 booster bolts, that will save you much trouble
