2001 V70 XC Missing bolt on top of transmission case? Empty placeholder for a bolt

Hello, I recently discovered that there is an empty placeholder for a bolt (?). I asked a few people, even at my local Volvo dealership and they all said they are not sure what this is for and it is supposed to look that way.

What concerns me, however, is that the threads looks squeaky clean. It almost seems like the bolt was recently removed.

Does anyone know what's going on?

The threads in this hole are heavily oxidized on two AW55 I have.
