Update:
-8 degrees Celsius outside a couple of nights ago. The car started without hesitation. Remember it was having trouble starting at -5 degrees Celsius before. This is heading in the right direction. Still cannot finalize the thread until next cold season unfortunately.

I've been waiting for -20 degrees to post a confirmation reply that the fix is successful.
The temperatures are getting warmer, the month of March 2021 is around the corner, and I only saw -17 degrees on the coldest night so far here in Ontario.
I do not think there will be a -20 degrees this winter.
In the meantime...the car did not have even the slightest hesitation or issue starting ever since I replaced the starter with the used one one year ago. We had plenty of - 10 to -15 degrees nights and days.
Through the test of time I will say with certainty that this was the issue and it is now fixed.
A BAD STARTER THAT HAD NO BRAND MARKINGS WAS CAUSING THE ENGINE NOT TO START.. The problem was made very confusing by the fact that the starter was cranking with no problems every time I tried it thus tricking the problem solver into looking elsewhere for the problem.
However, through the perseverance of all the minds on this thread, we pulled it off and we did not get fooled by the seemingly good starter that was actually the cancer of the engine.
I want to thank all who helped me troubleshoot and fix this problem. I spend $40 if I remember correctly. The dealer wanted to replace many parts for approximately $4000 and also said "I'm not sure if it will fix the issue". So this thread was not only a great and satisfying challenge for the mind...but also a greeat money and stress saver.

New to the site and I'm having the same cold weather no start issue with my 2006 XC90 5cyl turbo. No start below -1 C, 30 F. After a year is your problem still resolved after the starter replacement, Gabriel? Any ideas on why cold weather would prevent a starter from actually allowing the car to start when it is seemingly turning the engine over at a normal speed? I'm not questioning the fix I just don't understand it.

Monitor the battery voltage while cranking.

My problem has absolutely disappeared and never happened again since.
I have speculated on what I think is happening with the starter in the thread below:

This was the fix for me and it cost me approximately $40 and a couple hours of fun at the u-pull local junkyard and then my garage.
I would however rule out some of the basic stuff as suggested by abscate above.
Let me know what you find.

After reading this thread I ordered a rebuilt Bosch replacement starter and installed. It's been about a week and I've had no problems starting in cold weather. The starter I removed was NOT a Bosch. It was 21F (-6C) this morning and she started right up! Fingers crossed the issue is resolved. Thanks to all on this site!
