No more foggy windshield or steam pouring out the vents
But it doesn't get very warm...
Any idea what the problem might be?
Put in a used heater core...

New foam needed around heater core, or else the air doesn't go through it.
If your cooling system is working ok, it is doubtful the core is clogged since they are full flow.

It gets warm, takes a bit, but definitely gets warm.
Gets colder at idle after 5 minutes.

Did it get super hot before (foggy window and all?)
If so, my bet is on trapped air or like abscate said the foam insulation around it. Let the system warm up to full temp with the coolant reservoir cap off, rev a little to try and get things moving around a bit to purge system of air. Carefully see if you can reach and (emphasis on carefully) feel any heat of the heater hoses going into the cabin.

Seems like you have some good suggestions here. If you haven't done this job before just make sure to check waaaay under your carpet for coolant. The top of the floorboard soundproofing foam is rubber so it's possible to miss the coolant and a couple of us have gotten burned by coolant living under there.

The Swedish car parts core is $38 through amazon via the MVS amazon link, not much more than junkyard one with lifetime warranty.

It got really warm before with foggy windows.
I had a friend do it and I wasn't there, so I don't know what the foam around it even looks like to say yes or no
