Which version of tune did you do with Hilton?
That seems very low. Did you replace the TCV? To me it sounds like you are only building as much boost as your wastewater (I actually typed wastegate) is set to, which would possibly mean your TCV isn’t working properly. Try unplugging it and if no change in boost, replace it.
Edit: also, do you have a means to look in depth at any codes? ViDA would be best, but some of the higher end readers will suffice. It could be in limp mode.
Seems slow/sluggish after tune? (w/ pics)

Well! That worked out. Unplugged the yellow (wastegate) line from TCV, eased into throttle on my side road....yep, happily builds boost. One on order now! That was quite easy, just needed a boost gauge!

I have a DiCE reader, no codes other then ones related to power accessories that I've since fixed.

Don’t do the aftermarket HD TCV. Plenty of documentation on premature failures & erratic boost & boost spikes which can badly damage your engine. Stock Pierburg is proven & long lasting.

That's what I had been reading. Pierburg is on order, should take a week or two. I've plugged the faulty TCV back in to ensure boost stays at 3-4psi. Any risk driving it with low boost pressure?

Nope, other than the frustration of driving your grandmas Buick.
What did Rob say the tune was supposed to target for boost?
Or did you ask?

Ok. Check your boost hoses too - one right off the top of the turbo & one that feeds from the charged air pipe to the intercooler inlet. If they look sweaty, bubbly, bulged etc replace them. Rein makes good inexpensive replacements.
Edit: where did you put your boost gauge? I meant to suggest this earlier, but I have one of the expensive IPD boost gauges & I really don’t like it. The needle action is notchy. I also have a cheap $10 eBay gauge that’s action is far superior. My favorite gauge is an Omoni my VR.
