Unexpected Headlamp Replacement 88 Volvo 765 tic

I don't know if this is common, but, I tried to remove the bolts holding the left grille mounting bracket to the headlight bracket. Both bolt heads twisted off even after soaking them every day with WD40 for two weeks then with PB Blaster for a few days. I searched for a headlight assembly on car-part.com
and found one complete with bracket, headlamp and fog lamp for $71.00 including shipping.
