Has anyone else experienced hanging revs with their xc90 ?

I bought a second hand 2008 XC90 3.2 auto (280k km - mostly highway driven) and am now trying to learn its quirks.

While driving, I have noticed that the second and third gear revs occasionally do not decrease when releasing the throttle; it's almost as if the cruise control has been activated. I have noticed the rev count hovers just around 2k RPM.

I brought it to the dealer and they said to replace the TCM, reload TCM, HCM dig costing just around $2k.

Has anyone experienced anything like this? How serious of an issue is this?
