Agree with abscate. Is the bolt aluminum? They like to snap - so be careful. Torque from a wrench or vice grip may apply forces in the wrong direction.

If abscate's recommendation doesn't work, I would cut a slot and repeat and turn with a screw driver. Torque will be applied to threads.

Bolt is anodized steel.

I would not heat it with the torch: the valve cover in this engine has integrated journal bearings for the camshafts. Spray it with PB Blaster and try to break it loose over few days.

Option #1: Smack the top of the bolt with a hammer then try turning it.
Option #2: Spot Weild a nut on it. Place the nut on top then spot weild in the center of the nut. Then use a ratchet to turn it out.
Option #3: JB Weild a nut on it. Then use a ratchet after 24 hours.
Option #4: Soak the hell out it with penetrating oil oil. Then drill with a left hand bit. The counterclockwise direction of the left hand bit will spin it out. Your right hand bit tighten it up.

I stripped one out of Grunhilde and used a chisel to punch the head ccw to start it, applied PB Blaster, then vice gripped it off.

You can always drill a hole through it if PB Blaster soak doesn't work. If you have left hand thread drill bits it may actually pull out while you drill. Go about 1/4 to 1/3 the size of thread and keep it straight. The heat and vibration from drilling has worked every time for me. With the bolt head on it is the easiest time to drill - once it is snapped off getting it centered and keeping it straight becomes more difficult.

28 seconds of heat

If you really are nervous you can use a IR temperature probe to monitor the head for excessive heat beyond the running temp

I've already done that for you, though. Keep it under 200F and it will be fine

😁

I tried it with some smaller channel locks - no luck. I didn't want to go nuts with it and make things worse. I'm thinking I'm just going to bore out the cover so it slides over this screw and fix it to the engine with the other non-stripped screw, then wait until I get my motor mounts done in the next couple weeks to have my mechanic pull it out. He's probably much better with stuff like this than me!

^The bit size should be a step smaller than the screw shank. OR slot across the head for a wider and deep flathead that grips end-to-end. PB and temp are your friends. I've acquired a great respect for flathead from carpentry experience.
