The soft brake hoses can collapse internally with no outward indication. Have the soft hoses been replaced? From my mechanic, I understand that hydraulic pressure applied by stepping on the brake pedal is sufficient to apply braking force, but there is no corresponding pressure to release the brakes. In essence, the lines swell shut behind the fluid after it passes through on braking. I have had this happen on front soft brake hoses that were probably original to a MY '99.

Yes, the hose was replaced. I used the wrong terminology in my original post. UPDATE--
It was the return line piston in the abs block that was seized.
Replaced the pump and block, because they are a unit, bleed the brakes and everything is back to normal.
Thank you to everyone who helped diagnose the problem.
Big thanks to Abscate. The amount of time you put into helping a stranger based solely on having the same interest in a car, is one of the reasons I still enjoy owning an older Volvo. The community is one of the best out there.
