What is the service bulletin for 2009 Volvo C30 fuel pumps?

My 2009 C30 Turbo 'crank sensor' was serviced after increasingly difficult cold starting.

Check-engine light came on again with (lesser difficulties that previous) with cold-starting - mechanic pointed-out the service bulletin on the fuel pump.

My mileage has decreased from the usual 23 MPG average down to about 18.5 MPG - both mixed city/highway driving.

Is it likely that the Volvo C30 fuel pump needs to be replaced?
