2008 V70 display and instrument startup delay

On my 2008 V70 with 229k miles, this has started happening intermittently.

On engine start, speedometer, tachometer, message area,stereo, and climate controls are off and unresponsive. Instrument panel illumination is off. Turn signals, power locks, and power windows don’t work. Lights, high beams, and wipers work and the car is drivable. Odometer and clock are on.

The car is drivable at this point, but speed and RPMs don’t register.

After a short period, perhaps a minute, everything comes to life and “SRS SERVICE URGENT” and the airbag red warning light appear briefly, then disappear. Driving and display are normal for the rest of the trip. No “vehicle messages” are stored in the display.

Has anyone troubleshooted this constellation of symptoms?
