I pulled the plastic plugs under the carpet and got a special attachment to vacuum out the leaves inside the pinch-weld area of the frame. I've made sure the weep holes are not obstructed but water is still evacuating into the passenger footwells. It started with both sides but after vacuuming it seems it's just the passenger now. A break down of whats going on and specific questions I have is
- In the image of the weep hole you can see drops coming down from the pinch weld and clearly not evacuating from the hole itself right next to it, this is happening while the passenger footwell is holding water as pictured. When the water is running into the cowl vent most of the water comes out the drain hole so I know it is not plugged up but over time as the footwell starts getting water and I turn off the water hose placed on the cowl the standing water only drips from the area shown in the pic. Why is it overflowing into the footwell and how can I remedy this.
-Being that I have cleaned out a lot of debris form the drain area it seems as tho I am missing something. There are several instances in other posts that reference some type of drain hose for the cowl, the only hose I see (picutred) is very long and stretches towards the back seat. Is this in fact said hose? People describe pushing debris out of it but I can't imagine doing that with the length of this hose which reaches towards the back seat.
I'm pulling my hair out on this one and any help would be greatly appreciated.

The 240 drains are somewhat different than later Volvos. I do not think they have drain hoses. Try pushing a wire or small hose up into the drain at the bottom edge. There may be a solid mass to get cleaned out.
Also, if your water hose is flowing much into the cowl area, you may have overloaded the bottom drains and overflowed into the cowl air inlets. The air vents will drip inside the cabin.
On one of my 240's the windshield leaks and water drips from the upper corners on to the seat and floor.
I think the hose you photoed is a rear washer hose.

"It is possible for the seal between the heater box and the firewall hole to the cowl to leak.
I managed to get mine to seal with some kind of sealant and only had to pull the box back a couple of inches. It still sucked, but not nearly as much as pulling the heater box out."

-So to start I am not running the A/C when this problem presents itself so I don't believe that is contributing factor.
-There is an opening that shares space with the cowl and the engine bay that had some water coming through which may be the same thing you found in this other post relating to the heater box. I cleaned out some leaves and it stopped dripping but this did not stop the footwell from taking on water.
-I did a fair amount of hanger poking and vacuuming in this area but I guess I should try using the hanger through the large openings on the inside. I will report back.
-I deliberately set the hose on a low setting and tried to get it situated in the middle as to not create an artificial overflow. I feel pretty confident that when we have a significant rain event here in New Orleans there is a lot more water hitting the cowl.
-The problem is that there is still so much stuff I could not get at inside the vent. I wanted to make absolutely sure I had access to every and any access point for removing debris. I guess I was misinterpreting the possibility of an actual drain hose in the previous posts that I have read. I will repeat my previous actions and hope for a different result which I believe is the definition of insanity

I think the only access is the cowl and the drains in the bottom. The water drains through inside of body structure. This is why these cars rust from the inside the body. Keep poking around from the bottom.

I can see now that water is leaking from a bolt on the passenger side firewall that must go through the cowl vent area. Any ideas on how to solve this? I'm starting to think that my problem would go away if I just covered this vent completely tho I have no idea how to do that or how ugly it would look lol. This problem is demoralizing and being in New Orleans makes it a serious mold situation.

Can you get to that place and apply some caulk or aquarium sealant over it? Is this an added bolt by someone, not a factory fastener? (meaning, did they drill a new hole in your cowling?)

Is the leaking bolt on the passenger side? If so, I can look at my 240 which has the floor may already up. I looked at my 83 245 today. That bolt you had a photo of, is one of several through the fire wall. It could be removed and chalking added before replacing. I believe it also holds the fire wall insulation may in place with the large washer.
The metal galvanized plate on the floor can also be removed and there is another plastic plug under it. I have photos if needed.
