Like any of these "magic" devices I would not waste any money on it.
The technology and refining of petroleum products has advanced dramatically since it's so-called development back in WW2 for use in Hurricane Fighters
When the FAQ for the product contains statements like:

"Scientists do not fully understand the exact catalytic mechanism that takes place"
and
"The molecular structure has probably been altered"
Scientists would fully understand the reacition if they were asked.

This comaply gets top marks for creative writing but
