turbo not engaging

Hi i have a 1988 volvo 760 turbo. When i press on the gas and try to accelerate its fine right up until the turbo needs to kick in and go but nothin happens and it just sputters and there is no acceleration at all. i got a diagnosis on it last week and they told me to replace the flame trap hose as well as the nipple connecting the hose,so i did that and then they also told me it could be the mass air flow meter and told me to unplug in to see if it runs better. when i unplugged it it ran worse so i am guessing there is nothin wrong with that. from there they didnt give me any more advice of whats next that could be wrong with it. Any advice.

your wastegate could be stuck open. you could have a vacuum leak?
