Akebono brake pads are good, i have a 2002 VW jetta and the akebono ceramic pads on it have around 100,000 miles on them and are worn down less than the rotors (they were replaced at the same time)

I totally agree and understand the increased torque that comes with tightening lubed. The fact that the thread started because of someone finding their lug-bolts had come loose may add to the torque increase being of value.
Now one point I did NOT add was that I NEVER put lube on the cone shaped portion of the lug-bolt, only the threads and it is just thin whiff of the stuff. The contact face of the cone shape of the head is what is the actual contact face that determines the torque way more so than the threads. NEVER, EVER put lube on the cone section of the heads and make sure they are clean and burr free!

well, let's see. A few days ago while in the process of recharging the AC system in my '92 940 sedan, something VERY strange occurred.
I tried starting the engine (which is very clean and does run beautifully) and it just didn't.
There is current ,i.e. 12v to every relay, all accessories etc.
Starter won't turn.
The fuel pump doesn't respond-
Right now trying to get the ignition switch apart, but honestly I don't believe that's the culprit.
It could be the ECU. Maybe.
Anyone have input?

You could try jumping the starter right off the battery just to see if the starter works. If it's not even turning over I would explore the ignition, relays etc. I assume you're still getting dash lights at position 2?

Yep power to the starter, but the solenoid doesn't respond. There is battery voltage to the fuel relay & the lights work, fan works, radio works-
turn the key to start position & nothing happens.
usually the fuel pump runs & it can be heard, easily...but it doesn't kick on when the key is in the "start" position.
I'm trying to get the cover off the back of the ignition- to see if voltage is present in the start position but logic tells me that the issue can't be in the ignition- otherwise the electrical accessories would not be working?

Did you have the battery disconnected? What voltage is the battery at?
If this was a 850/V70 P80 then I would be looking at the alarm system. If it has been tripped it immobilises the car. Starter will not turn over.

No immobilizer on the 940, but it does sound like an ignition switch issue. I don't think there's a common relay between the starter and fuel pump, so that's probably not a concern.
The ECU probably won't prevent it from cranking. I would look over the wiring diagram for the signal between the ignition switch and starter and go from there.

Took the Kat for her first one hour trip
Away from home over the Berkshires. Cooked a nice pork tenderloin and russets, loaded in the car , and drove an hour to daughter for dinner and long dog walk.
She drove beautifully and got 27 mpg at 50-55 mph country roads.
Still running a fuel log until I can qualify fuel gauge.

When I filled up with gas on Monday, and checked the mileage, I found that I had recently (probably last Friday) gone past the 100,000 mile mark.
I didn't know that until filling up, because I have to use the 850obd2 app to check how many miles I have on the car, since the odometer doesn't work.
