Adding a bit of knowledge to this one. College is uphill from her apartment so I suddenly realized that with the 1999 free wheel alternator pulley she wasn’t charging in the way home at all

I bought one of these and have found it to be both cheap and satisfactory. It also supplies some information about what it's actually doing.
Nexpeak 1.75-Amp Car Battery Charger on AMAZON. $17
I read through the thread and see that you bought a new battery. I just replaced the battery in my 940. It would charge up and show over 12.5 VDC, but that was misleading. The first time I drew any current from it (as in starting) it would drop down to about 10.5 VDC which I figure is a bad cell or at least a functionally bad cell. Since replacement, no issues.
Of course, you and I both know what our real issue is, and that's having too many cars. I now have three Volvos and a 1964 Corvair. We have two drivers and seldom have more than one car out of the driveway at any given time.
Also, compared to our 1999 Volvos, even the oddball Corvair is easier to figure out and cheaper to buy parts for. It also has the advantage of not having a liquid cooling system which I have seen much more of in my Volvos than I care to lately.

I Forgot to close loop on solution. We put a 5 amp trickle charger permanently installed on it and it’s been fine since
She plugs in on weekends, and on Wednesday in cold weather, too.
