1995 850 GLT - HIGH IDLING / BAD MPG

Greeting everyone,
I have a 1995 850 N/A that's giving me some headache for a while. Here's the thing, the car has been idling high consistently right now, when I'm driving in D, as soon as I take my foot off the gas pedal, it drops to about 1200-1500 rpm, and not long ago it was idling normally, instead going to about 850-900, and i instantly felt it going into idle, now even when I apply the brakes I still feel the engine struggling to slow down.
One thing that's happening is that when I stop completely, while in D, it eventually drops to normal RPM, but when I put it into P or N, it surges back again, but here's the catch: if I apply the throttle and let it rev to about 2-2,5k and release it, it drops to 850 instantly. I'm having some stalling issues too, mostly when the car is cold. MPG is pretty bad also.
I own this baby for about 5 months this is what I've already done:
- T Belt
- Oil/Filter change
- fuel filter change
- air filter change
- SP wires change
- Water pump changed
- PCV system redone(Glove test ok)
- Throttle body cleaned
- IAC valve cleaned
- FPR replaced
I'd be glad if someone gave me some light, as I've searched all Volvo forums to no avail.

Have you checked the throttle cable is returning to it's rest point? Remove the plastic cover and rev the engine with using the throttle at the engine end under the hood.

Look at the picture and rev the engine using the round cable body which has a spring in it. If the rev's drop back by you manually returning the cable to rest position, then your throttle cable needs lubricated. There are many threads over the years on how successful this is as the issue may not just be a dry cable, but broken strands in the cable.

Checked it and the cable is moving freely, so i doubt thats the issue
