hello i have been working on this 2003 volvo v70 that randomly got this electrical issue where it doesnt crank or start and most of my electronics on the interior dont work.
at least one relay clicks all the time until i disconnect battery. Identified relay as x supply overload relay.
Battery passed a load test and has 12.3 volts disconnected from car
Starter is good and its wiring looks good
Battery to chassis ground is tight and in good shape
Replaced cem due to water damage to the power pin and corroded relay contacts, got known used cem and had software cloned over to newer module.
I know I'm missing something but haven't been able to pin point what. Would that rapid clicking relay cause this type of issues?
Sorry for poor first post, hope this helps better. Thanks.

How was the CEM diagnosed as bad? And who swapped it? It seems like a nuclear option to do that prior to any other troubleshooting.
Check the basics. Battery voltage, starter wiring, etc. Then probably move to VIDA and scan for codes. Do you get "start prevented" or any other sort of immobilizer message on the display ?

Much of my time during the job is spent hauling things up and down the stairs to the basement or in and out of the storage shed, or running back downstairs when I realize I need something else,or taking a break from standing out in the sun,or using flashlights or work lamps when it gets dark.

it was diagnosed as bad due to water damage, it had corrosion on one of the power pins in the harness, and 2 relays had significant amount of built up corrosion on the pins. I got a used cem and had the old one cloned to the new one.br0dy519 wrote: ↑16 Dec 2022, 19:11 How was the CEM diagnosed as bad? And who swapped it? i did tons of troubleshooting prior to getting another cem.
battery is good, starter wires and other fuses are good. will include this in edit.
im gonna be out tomorrow and ill see what relay is clicking and see what happens if i take it out.
