No tire shop would dare touch that wheel.

Torque sticks aren't meant to replace a torque wrench. The proper use case would be using them to run the lugs in without overtightening. Then you would still use a torque wrench to tighten to spec. They really aren't meant to be more accurate than +/-20%. There's also a lot of scientific evidence that shows torque sticks only work on pneumatic impact guns and are useless for electric.

If the holes are still circular on the outside face of the wheel, the lug bolts will center the wheel on the hub. If not , the wheel is scrap.

They aren’t hard to find used for $50 or so

Ooops, ghosted Lugnut
veto using them if they do not have good, uniform, round holes on the front side that the lug bolt can fit tight. Over size and out of round bolt pattern will not center well on the hub, places bending stress on the bolts, and may work loose. I don't trust them for anything.

I agree with Dr. Abscate, and as @What... mentioned, those festive colored things at the tire chains are not ideal.
Left unsaid in the original post is whether this is one instant example or if all four wheels are like this.
