Pretty cheap. Still, go pay a mechanic to do a good inspection on it. If seller refuses then move on.

Racist flag and comment are a bit off-putting, but my guess is he is a car flipper who bought it cheap. It has no plates so I’m not sure how he takes it to PA as claimed. Probably no texts as noted above.
