I suspect the ECU discussions with the clutch switch are complicated.
There is even a percent clutch life parameter in ME7 which I’m guessing is extrapolated from clutch cycles and start cycles, maybe ?
While the starter safety seems to be analog in nature, it clearly isn’t, as there are several modes of cranking operation I discovered in this thread

Intermittent starting issue. Car does not crank every time. Car starts with clutch switch removed. Test light shows power to the relay every time key is cranked. Test light shows everything that should be working is. Terminal 2 at the relay gets power every time key is turned to start position. However it seems like there isn’t enough amps to actually engage the relay every time. Wiring diagram shows a 2/76 locking module also connected to that relay. Could that be my issue? I have no interior lights and my dome light switch makes my locks go up and down. There is also a parasitic draw somewhere on this vehicle.

On a 1999 the Ignition switch triggers the starter relay but the 2/76 controller grounds the start relay, after the ECU is happy.
You can disconnect the 86 line to the starter relay and test by grounding directly
All the dome lights and locks are run by the 2/76 controller. Sounds wonky.

I have a 99 C70 ME7 and all of a sudden I am experiencing multiple electrical issues.
Main issue is no crank, no start
Other issues include no power locks, no power windows, trunk won’t open, gas cap won’t open, keyless entry won’t work, interior lights won’t work.
All of these problems are related to the alarm module 2/76 up and behind the kick plate correct? Am I able to swap this unit for another or is each unit married to the ECU?
New ignition switch, starter, relay, nothing helps.
I am able to start the car by jumping the pins on the starter relay. I’ve about had it with this car I’m desperate for help! Thank you so much

I believe, 95% confidence ,the 2/76 lock module is not pinned to the VIN. I think all the VIN coding resides in the ECU, DDM, and immobilizer in the 99 00 ME7
If these symptoms were occasional and now stuck, it’s likely your rear hatch wiring is shorting and killing a fuse

There is another twist to the clutch switch in me7 , 1999- cars. The engine management detects clutch position, and if you let the clutch in a bit too fast on a start, it boosts the torque and prevents the stall. If the switch faults , you suddenly start stalling on starts as you get used to the car controlling torque, unconsciously!
