Go back with a voltmeter and look for 12 V at the pump to nail the diagnosis

Make sure the MAF is unplugged to irritate Abscate

😀

Smart move deleting car from the Bay Area....what a hassle!

The 98 P80 cars don't have a FI relay at the shroud like in the 850s. That function is handed by a J relay, not sure which one (there are two). I can swap those too and thanks for the reminder I didn't try that yet. But if the FIs were the problem then there would still be pressure at the rail, no?

I'll try the J relays anyway, really surprised if the fuel pump is dead and I can swap the Js super quickly.

The car failed smog and can never be (legally) registered in CA, by us or anyone else. Otherwise we would have left it there.

It passed the emissions sniffer with flying colors. For NO, CO and whatever else they measure the numbers were super low, but it failed the smog inspection due to no air pump despite my pretty thorough attempts to make it appear it never had one. That pesky VIN database must be accurate. We indeed decided not worth the hassle.

I’ve got everything except the pump in a box in Albany if you ever change your mind. After 25 years we go emission exempt in NY so all my 1999s passed their last emissions test this year

Are you sure your MAF was plugged in for smog?

Heh heh! No air pump was a visible check - piece was not there, nothing to do with actual emissions.

Ni-start issue was a dead fuel pump. 12v at the connector nailed it. Car is back up and running.
