2015 xc60 T5 VVT

I recently rebuilt the engine and have had fits with vvt codes. Now the intake is responding to the solenoid, but the exhaust vvt is showing 0 degrees on the scan tool no matter what the output to the vvt solenoid is. I have several questions: 1. The vvt locking pin locks the vvt retarded or advanced? 2. Since the vvt has no springs, how do you get the vvt unit in proper position for static timing? 3. What is the position of the vvt when the vvt solenoid is not energized? I am getting a code of exhaust cam retarded. The exhaust vvt solenoid has been replaced. Also mileage seems low-26MPG on the road.
