P0202 and P0264 - Fuel Injector issue

P0202 and P0264 - Fuel Injector issue

Long time lurker, first time account holder and poster.

So, as the title suggests, I have 2 codes that come up, however these codes don't come up at the same time, they seem it alternate which comes up.

I tried a large number of things to fix this issue and I'm at a loss. The engine shakes, spews raw gas from the exhaust, getting 2 - 5 MPG, it's driving me nuts.
Any insight would be amazing.

Vehicle:
1998 Volvo S70 Base Model

Things I've done:
Spark Plugs
Spark Plug Wires
Distributor Cap
New negative terminal
Injector #2 replaced

Troubleshooting done:
Noid light test - All injectors pulsed as they should (Light was quite dim)
Ohms Test on injectors themselves - tested to 17.5ohms
Checked wiring - not entire harness, just in the areas where the injectors are and down to the side of the block by the heater hose connections
Checked all fuses

I would suggest if you have not already done so to pull the spark plugs and do a compression check and post the results.

Can you test the injectors for spray pattern? They may be dirty or very worn and leaky.

Both of these codes appear to refer to cylinder 2. Here is a link to read

Reason for asking about the cylinder compressions is due to possible burnt valve.

Thanks for the link on the codes, I'll actually save that for home use, I work at an auto parts store so I have access to a lot of documents most people don't have, including an entire database on the obd codes.

I don't think it's them being dirty, the only one giving me trouble is the 2nd injector, and I just replaced it because these codes have been popping up, so it's a brand new injector.

I can definitely do so, however, after so further testing today, I redid the noid light test, and the light didn't even come on at all, which leads me to believe a bad ground, I removed the noid tester and put it back in, it lit up (dim). So I decided to use a voltmeter and that was only reading about 1.5 - 2 volts, while all the others read much higher.
So it's gotta be something in those wires right? How would I track that down?

I got my hands on the wiring diagrams at work (I work at an auto parts store), but I have absolutely no idea what I'm looking at or even where these wires go in the engine.
