Hello,
Recently, I had my 1998 v70 stolen from my garage. The keys were taken with the vehicle. I recovered the car in less than 24 hours, but missing the keys. I still have the remote FOB. Where do I go from here? As it is a 1998, I do not think it has an immobilizer, I have not checked yet. What are my options?
1. Get new ignition, driver door, and tailgate lock sets and keys?
2. Are the existing locks/tumblers able to be changed, like the tumbler on a house door?
Any help is greatly appreciated.

IF, you want to risk not replacing all the locks, in the hope the person that stole it will forget about it, you can order a new key from Volvo cut to your car. As a 98 it is not likely to have the chipped keys unless it was a personal import.
Volvo will need your Vin #.
Otherwise, you will need to pull a whole set of locks with keys from a junk car. You will need the ignition barrel which has to be drilled off and re-fitted with special bolts, the driver's side door lock, the trunk lock and that is it. If they have a fob, then this is all for nothing as you will also have to change the immobiliser and have the car fobs reprogrammed to that to negate the original fob being used by the thief.
If you can get the original fobs with the immobiliser you can skip that part.
So if it is just the keys then it is not terrible. But again, if you pull the locks from a junk car, make sure you have the Vin# so you can get the correct keys from Volvo.

Luckily, the theif/s do not have the fob. I do not want to risk losing here again, so it looks like I will start scouring the yards for a set of locks. At least I got her back in good shape, aside from smelling like cigarette smoke. Do you know if there are any tutorials on this or another site for the replacement of the ignition barrel?

U.S market '98 still didn't had chipped keys.
A good locksmith can cut a new blank key with just one door lock sample from your car.

I think the issue Misha is the OP did not get his key back. So just getting a new key means the car could be stolen again if they kept the keys.
There is another option if you want to live with 2 keys. Replace just the driver's door lock and the tailgate lock leaving the ignition and glove box locks in place.

You could save a lot of hassle and
just install a simple hidden kill switch.
Or disconnect the unlock/disarm
switch from the door and tailgate
lock cylinder switches. Then they
would be able to unlock the car,
but the alarm would go off and
prevent starting. Nice freak out
factor, too. And if that happens
once, they'd probably never
mess with that car again.
