New owner of a 2007 V70, big problems? The oil is real.

Lots of penetrating oil, heat, may need to remove the exhaust flange.

I found the waste gate had gotten seized in the closed position. I was able to free it with some Kroil while still in the car, but from the way it was behaving and sounding, I'm strongly suspicious that, due to overboosting, it has torn the CBV diaphragm. I feel it needs to be visually inspected and most probably replaced. Also, it had a torn exhaust flex, so it was partially apart already to replace that.
EDIT: Would anyone disagree with my conclusion, that a known overboost condition in an 18 year old car, by confirmed rusted/stuck/seized waste gate, warrants inspecting the CBV, even though it be a royal pain in the keester?

FWIW you can pull and inspect the CBV diaphragm without pulling the turbo. You have to basically lay on the engine but then reach in there and remove the three little bolts, they are maybe 8 mm? I've done it several times.
Torn CBV is common on these cars with age. Even if it looks intact hold it up to a strong light, check for light getting through holes in the CBV.

I got it out. The CBV diaphragm wasn't torn, but it also obviously wasn't sealing - the CBV housing was full of oil.
I did get the exhaust housing off of it, too. A few hours of Kroil and a few dead blows, and the housing nearly hit my foot. Still haven't been able to remove the giant circlip holding the aluminum volute to the core.
How freely should it be spinning freely? Should I be concerned if I hear the slightest sound when turning the shaft, or only if it presents noticeable resistance? Should it spin long like a top, or just briefly like a fan blade? Play looks good, zero radial, <1mm axial. Both wheels appear undamaged.
